turn it into politics. and that is what appears to be the case right now in washington, d.c. >> but, sir, politics have a huge influence in this, as we look at the nra which is large lobbying group for gun manufacturers that has supported -- they support you. you have an "a" rating from them. you have voted yes on promoting gun sellers and manufacturers. and yes on the waiting periods taking waiting periods from 72 hours to one day yes on a trigger lock law in washington, d.c. how can you say politics are not involved with this when you look at a voting record right there. the nra gives you an "a" in allowing for people like an adam lanza to have access to the weapons he might have had. his mother might have had it legally, but we cannot police what his mother is doing inside that house to keep lanza away from those weapons. >> yes, and none of the policy issues which you just ticked off would have prevented adam lanza from doing this. and it is very sad that we want to cloud the issue by making nra the policy, as opposed to adam lan za and what triggers this. think of germany, germ

a horse. she adored them. >>> another big story out of washington where there's been huge movement in the fiscal cliff wrangling with 14 days left to go before huge across-the-board tax hikes. overnight we learned that president obama made an eye-opening new offer in talks with house speaker john boehner. under this new proposal, tax rates would go up on incomes above $400,000. for years the president has campaigned that that number should start at $250,000. he's also offering some new spending cuts to go along with this. speaker boehner's latest proposal called for the tax hikes to kick in at $1 million. cnn's dan lothian is in washington with the latest on this. dan, it really does look like there is some movement. >> it does. this movement came during a meeting the president had with speaker john boehner yesterday at the white house. that meeting lasted for 45 minutes. it was the third time they had met in the past eight days. you're right, it is pretty dramatic because the president for years now had been holding steadfast to that $250,000 threshold, saying that the bush era ta

in washington the debate is returning to the always thorny issue of gun control. members of congress are starting to be heard on gun law, heeding the president's call to act to prevent another atrocity. as he had on friday, the president pressed for change last night regardless he said of the politics. >> in the coming weeks i'll use whatever power this office holds to engage my fellow citizens from law enforcement to mental health professionals to parents and educators in an effort aimed at preventing more tragedies like this. >> suarez: today at the capitol, there were early signs of a possible break in the long dead lock on gun control. on ms-nbc west virginia senator joe said newtown has changed the conversation. >> i ask all my friends in the n.r.a. -- and i'm a proud n.r.a. member and always have been -- that we need to sit down and move this dialogue a sensible, reasonable approach to fixing it. it's part of it, not all of it. everything has to be on the table and i think it will be >> suarez: this afternoon the senate opened with a moment of silence for the newtown victims. t

to washington. new information breaking in the last hour that a backup plan is in the works for republicans in case the white house and congress can not reach a deal on the fiscal cliff by the end of the year. house speaker john boehner spoke about it a minutes ago. >> our plan b would protect american taxpayers who make a million dollars or less and have all of their current rates extended. i continue to have hope that we can reach a broader agreement with the white house that would reduce spending as well as have revenues on the table. jon: despite the existence of this plan b negotiations are moving forward between president obama and speaker boehner to try to avoid the fiscal cliff. ed henry is live at the white house. so tell us a little bit more about plan b. what is it, ed? >> reporter: good to jon. you know the president's position all along you only raise taxes on people making over $250,000. republicans said look, that will end up not just hitting individuals but a lot of small businesses. it will result in them not creating jobs, et cetera. so you hear the speaker saying look, le

to a compromise? we go back to cnbc's eamon javers who joins us from washington with all the details. good evening. >> reporter: good evening, larry. you're right, they did meet today. it was a surprise meeting not announced as the previous meetings between the two men have been in past weeks. so we know that the meeting lasted about 45 minutes and that treasury secretary tim geithner also attended. what we don't know is whether the two men came to any deal or not or advanced the discussions in any way today. what we do know is that up here on capitol hill, senator harry reid, the democratic leader, suggested to his fellow senators that they might consider coming back on december 26th, the day after christmas, to finish up the fiscal cliff which suggests to you that they might be heading down the path toward a deal, although that is not set in stone. meanwhile, over at the white house, the press secretary, jay carney, was asked about where the president stands on the fiscal cliff. and he did his best to give as invasive an answer as possible and keep the negotiating wiggle room open. take a listen

it certainly sends a message that politicians in washington are as dysfunctional as they appear to be, so i think politics as a macro driver i think stays very much in -- in the picture under those circumstances, and i think it does put a damper on psychology, investor psychology, business psychology, so it absolutely does come into play. we're certainly not telling our investors in the very near team ie between now and year end to trade around a possible outcome. i think that is a relatively dangerous thing to do. >> and alan, do you agree there? what do you want to be exposed to going into the new year from your standpoint? >> well, i would say that, first of all, i'm neutral on equities in my ridgeworth allocation strategy funds and it's because of the fiscal cliff. if you look at the underlying fundamentals, the housing market is getting better. europe appears to be moving in the right direction as is china so the fundamentals are moving in the right direction, but the truth is if washington messes this up, we could go into recession the first part of next year, so that's what's keeping

. i want to get to washington with some of the latest headlines regarding speaker boehner and what eamon is referring to as plan b. >> what we know is the speaker is in the basement of the capital building here right now, meeting with republican lawmakers to brief them on the status of the fiscal cliff negotiation, and what a gop leadership aide is now telling news news is the speaker is now prepared to offer what he's calling a plan b, or a modified plan b in which we don't do the grand big deal that the president and speaker of the negotiating on, but instead do something much smaller that would eliminate the pending tax increases for all americans, the speaker saying that he would like to have some kind of a deal, a modified scaled-down proposal now that would eliminate those for as many people as he can. the details are very sketchy on what modified plan b actually means in practice. but basically, it's something he can keep in his hip pocket right now in case these negotiations with the president don't bear fruit. and presumably what we're talking about here, carl, is a little

freed after a firefight. martha raddatz has details from washington. what a dramatic escape. >> reporter: it certainly is. richard is a very experienced foreign correspondent. and he had been inside syria before. he and his crew were grabbed after crossing into northwest syria last thursday. there had been no communication with them, no contact, no ransom demands. they were thrown in the back of a truck, bound and blindfolded, although not physically harmed. then yesterday, as the captors were moving them to a new location, they were stopped at a rebel checkpoint. there was a confrontation. and then, the firefight broke out. in that firefight, two of the captors were killed and several others escaped. but richard and his crew were rescued. the syrian rebels then drove him to the border to safety. all are in good health, fortunately. george? >> thank goodness for that. what do we know about the group that took them hostage? >> we know very little about the group. but they were not believed to be loyal to the assad regime, nor were those who rescued him. there's so many rebel groups in tha

at the raw numbers they've changed quite a bit. this is a nbc "washington post" poll. 54% favor stricter gun control laws and 59% support banning high-capacity magazines. we heard from joe manchin and joe warner, both with a-ratings with the nra. to ruth's point, chris, is there a chance that republicans could help to move them as well? >> well, i think so. i think we have seen that on the fiscal cliff issue. and the feeling here at the capitol, i've put the question to them and said, if gabby giffords, a congresswoman one of your own was almost fatally shot, and congress didn't react on gun control, what has to happen after this new event? this has changed the tenor. i was talking to a democratic leadership aide to made that point and also made the point when you have harry reid, if you remember in 2010, a tough re-election. the nra king just short of stopping him saying he was a friend of the second amendment. you have joe manchin and now mark warner. those are moderate democrats. they help bring republicans on board. maybe we would see movement. >> i want to bring in congressman yarmouth.

correspondent pete williams with us from washington. pete, this weapon that lanza used at sandy hook elementary, a military-style rifle with 30 rounds in the clip, hundreds more at the ready, this is legal in a state with an assault weapons ban. tell our audience how is that possible? >> it's possible because of the way that assault weapons are defined in the law. this was true in the original assault weapons ban that was a federal one from 1994 to 2004. what it does is it says if a weapon possesses a certain number of features that the law considers to be primarily for military purpose such as a flash suppressor or a collapsable stock, if you have enough of those features, then the weapon becomes an assault weapon and it's banned. if it doesn't have enough of those features, then it's not. it's not the overall construction of the weapon. it's the focus on these individual features. and this is sort of the heart of the controversy, martin, because on the one hand is the point i gather your question implies, which is the assault weapons restriction seems to be too narrow. on the other hand, the

. this has got to stop. and the majority of americans agree. in fact a "washington post" abc news poll out today found that just over half of americans saw the -- the shooting at sandy hook elementary as a sign of broader problems rather than an isolated incident. and this cuts across party lines with most democrats, republicans, and independents all viewing the newtown shooting as part of a wider issue, and that reverses a trend we have seen in past mass shootings, because polls did show the majority of americans viewed those previous incidents as isolated incidents. a petition on the white house website that demands that the president and congress take action now has more than 150,000 signatures making it one of the most popular petitions ever. last night the president indicated that he was prepared to take action. >> we're not doing enough. and we will have to change. these tragedies must end. and to end them we must change. we will be told that the causes of such violence are complex, and that is true but they can't be excuse or inaction. surely we can do better tha

shootings, indicating they plan to hold a major news conference in the washington area this friday. we'll keep you posted on that. conversation from this morning's "washington journal" next, as we wait for the house to gavel in around 6:00 p.m. eastern for a series of four votes on the issues of the connecticut shooting and gun control from this morning. host: what do you make of that? guest: we've been this way before. in 1994, president clinton signed an assault weapons ban into law. it expired in 2004. so we have 10 years of experience of what that ban did. and frankly, a university of pennsylvania study that looked comprehensively at all of that said that while there was some slight decrease in the use of assault weapons, it did nothing for overall gun violence. assault weapons, semiautomatics, used between 2% and 8% of crimes and instead the gun ban did nothing to reduce the overall level of gun violence in this country. look, i mean, this is a very tragic situation. it's a very emotional one. at least an emotional issue -- emotional an issue as the death penalty or abortion. we h

. >>> 14 days now. 14 days until we hit the fiscal cliff. we have a friend freenzy of mov washington. let me just do a quick reset here so we can all understand where we stand. so this time yesterday we were reporting a major concession on the part of house speaker john boehner. his very first offer of higher tax rates, higher rates for anyone making more than a million bucks a year. well, quick as a whip here, the president gave some as well. he moved his bar for the tax hike from incomes starting at a quarter million dollars, that with a his earlier stance, to incomes beginning a bit higher at $400,000 a year. the president also offering significant spending cuts, including cuts in social security payments to better off seniors, plus a promise of health savings further down the road. i know, i know it is a lot to follow. bottom line, though, things seem to be moving along, perhaps in the right direction. but then boehner tossed a curveball here. for that, let's go to senior congressional correspondent dana bash who will walk me through this here. let's hold off if you would on the boehn
